Most print advertising questions reduce to three checks: who the circulation actually reaches, what the final printed page looks like, and how a response gets traced. Everything else is a detail of one of those three. Give each check a named source, an owner and a date.
Point 1: who the circulation reaches
A publisher's circulation number counts copies printed or distributed. It does not count readers, and it does not count readers who match your customer. Ask for the audited figure, the audit period, and the method behind it.

Trade titles and association magazines often carry a statement from a circulation audit body, such as the Alliance for Audited Media, BPA Worldwide or the Certified Audit of Circulations. Consumer newspapers and shoppers usually carry none. Where no audit exists, ask how the list is built and how often it is refreshed.
The arithmetic is yours to run. If a run is C copies, claimed pass-along is P readers per copy, and the share matching your trade is S, your reachable audience is C x P x S. Substitute your own figures and treat the result as an estimate, not a count.
Rate cards in most US markets price a quarter-page in a local shopper in the low hundreds of dollars. A full page in a national consumer magazine can run into six figures. Ask for the earned rate, not the open rate.
Agencies have long worked on a 15% commission, and rate cards commonly allow a 2% discount for payment inside 10 days. Both terms vary by publisher and by contract, so confirm them on the current card.
Publisher readership estimates come from survey models rather than counts. MRI-Simmons publishes the Survey of the American Consumer, a common source for magazine readership figures in the US. Ask for the population, the sample size, the field dates and the denominator before comparing two titles.
Point 2: what the final printed page looks like
Design files lie about print. The imposed page proof shows trim, bleed, color and how your ad sits against editorial. Ask for it before the press run, not after.
Read the proof at arm's length. If the terms, price or response route need squinting, the reader will skip them. Keep one proposition per ad and only the support that stays legible at final size.
Ask which output standard the printer wants. PDF/X-4, PDF/X-1a, SWOP and GRACoL are common answers in US commercial print. A blueline or a contract proof signed by name is your record if the page prints wrong.
The FTC's advertising substantiation policy statement sets out its U.S. position that advertisers need a reasonable basis for objective claims before the ad runs. What counts as reasonable depends on the claim. Get qualified review for the actual ad and current law.
The federal plain-language guidelines organize clarity around audience, organization, wording and presentation. They were written for government communication, not ad layouts, but the reader-first questions transfer to a quarter-page.

Point 3: how a response gets traced
Print cannot tell you who read the page. It can tell you which code, number or landing page a caller used. That is a route, not causation.
Give each placement its own code, keep the codes stable for the campaign, and compare against a period and population you fix in advance.

Common questions
Is a full-page ad always better?
No. Size should serve message load, readability, placement and budget. A legible quarter-page that states one proposition usually beats a full page carrying four.
Can publisher readership estimates be trusted?
Check the source, population, method, dates and denominator first. An audited circulation figure is a count of copies; a readership estimate is a model, and the two are not interchangeable.
Who should approve final artwork?
One named business owner, after claims, rights, production and response reviews pass. Verbal approval over a phone call leaves no record when the printed page is wrong.
What changes between issues?
Rates, specs, deadlines, inventory and legal requirements. Reconfirm each one against the current rate card and the publisher's current spec sheet rather than copying last year's insertion order.
